But in fact it makes a little bit sense to me.
Receive voice calls requires the full sim authentication in network, so it wont work on the "half" enabled swap target. In fact it stays on the same number+auth for the network.
For the point of calling with the number: it is only a sent information from the calling sim, which is also fakeable, so it can be set on the swap target sim, without beeing really the number.
And that receiving sms is not binded to the real number auth, can be explained with the behavvior of a multisim, a second sim for the same number from the provider. If a multisim number is called, both devices rings up receiving the call. But sending an sms to that will only appear on one of them, to receive sms with the second sim, someone have to tell the provider that it should changed from one sim to the other and at the same time the old sms receiver wont receive sms anymore.
That says that receiving sms for an number is not bond to a number, its bond to something like sim card number. Amd then it could be totally decoupled by the number transfer verification
